The National Electoral Board of Ethiopia

Announcement on the Timetable of the Fourth Round

Electoral Process

 

The National Electoral Board of Ethiopia has accomplished the preparation for the election that will be conducted in 2010.

  1. By considering The Amended Electoral Law of Ethiopia Proclamation No. 532/2007 Article 28(1) which proclaimed the general election shall be conducted to the House of People's Representatives or state councils every five year; the general election conducted in 2005 shall now be terminated in 2010.
  2. The board is issued a power by electoral law to prepare a timetable for the election and officially announce to the public after consulting with political parties.
  3. Before the board publicizes the timetable, the draft has been provided to the 58 legally registered political parties to discuss and to give their opinions on the draft.
  4. The timetable provides suitable and enough time for the registration of voters and candidates for the election, for voting, counting of votes and announcing election results.
  5. By considering the preparation of all Ethiopian peoples and legally registered political organizations to conduct free, peaceful and public loyal election for the 4th round general election to be conducted in 2010;

In accordance with the amended electoral law of Ethiopia proclamation no. 532/99 Article 16(12) and article 34 the board approved and announced the timetable for the 4th round general election by its 107th urgent meeting which was held on November 3, 2009.

Political parties who run for election report to the National Electoral Board and choose their own candidature symbols.

Private candidates collect sample of candidature endorsement signature form from the Board's secretariat or regional branch offices of the Board or the zone coordinators' offices and collect candidature signatures from within kebeles of the respective constituency and submit them to kebele's administration offices for verification.

Public observers at polling stations are elected from among residents by the electorates in one day official meeting.

Kebeles' Administrative offices after screening and verifying the candidature endorsement signatures' submitted to them and stamping with their seal, they return them to the collectors.

December 9  to December 29, 2009

A private candidate whose candidature endorsement signature's does not qualify him to be a candidate may recollect signatures and submit them to their constituency electoral offices.  After having them screened, verified and stamped by seal of the kebele's administrative offices, they will be returned to the candidate and the screened endorsement signatures will be delivered to constituency electoral offices.

The constituency electoral offices shall be operational officially.

Starting from December 10, 2009

Political organizations who run for election and the private candidates who collects candidature endorsement signature notify their stationary and mobile representatives to constituency electoral offices.

Registration of candidates at the constituency electoral offices.

Political parties submit to constituency electoral offices their candidates list in person or by the party's representative.

Private candidates deliver the endorsement signatures to the constituency electoral offices after they had been screened and verified by the kebeles' administrative offices.

Lodging complaints with and getting decision from constituency electoral office by any person or political organization regarding denial of candidates' registration.

Any candidate dissatisfied by the decision of the constituency office, can appeal to and get grievance hearing committee decision from the regional electoral office grievance hearing committee.

The polling stations officially commence their duties.

Voters' registration is conducted at the polling stations.

Complaints relating to a person denied registration or a person found not eligible for registration as an elector after having registered, are submitted to the polling stations grievance hearing committee.

Candidates who meet the criteria for registration shall appear before the constituency electoral offices and take their choice from among candidature symbols.

The Board will announce partial results of the election drawn from some constituencies until the general results of the election are submitted.

The National Electoral Board approves and publicizes the general election results to the public.

Notice

 

The Electoral Board requests all Ethiopians, political parties, candidates and stakeholders to properly implement the above mentioned timetable and to actively participate in the upcoming election in order to make it free, fair, peaceful and democratic.

 

Based on the timetable, the constituencies and polling stations will formally begin their duties.

 

The Board announces that electoral officials found at different levels should strictly observe and accomplish all the necessary preconditions for the upcoming election.
